Peggy is a Managing Partner at Razor’s Edge Ventures. Peggy focuses on investments in big data, cyber security, high performance computing, space and technology-focused government solutions businesses. Peggy presently serves on the Board of Directors of Razor’s Edge portfolio company Altamira Technologies, and also serves on the Board of Directors of Dupont Fabros Technologies (NYSE: DFT) and 9Lenses. She is also actively involved in managing the Fund’s investments in Ryft Systems and Spaceflight Industries.
Before founding Razor’s Edge, she was the CEO and Chairman of the Board of Blackbird Technologies, a company she co-founded with Steve Pann and Richard Moxley. She oversaw the record-setting sale of Blackbird to Raytheon Corporation, a $427 million deal that closed in November 2014. From 2003-2007, Peggy simultaneously served as CEO of Blackbird and RavenWing, an affiliated company, leading both companies to substantial growth and profitability before selling RavenWing to Boeing in 2008. Earlier in her career, Peggy co-founded and served as Chief Operating Officer and Chief Financial Officer at Merex, Inc. before it was sold to Infodata Systems, Inc. in 1996.
Peggy earned a bachelor’s degree in Computer Science from California State University and a MS degree in Technology Management from the University of Maryland.
Steve is a Founding Partner at Razor’s Edge Ventures. Steve focuses on investments in big data, high performance computing, sensors, space, and visualization, situational awareness and geospatial mission tools. He presently serves on the Board of Directors of Razor’s Edge portfolio companies Ryft Systems and Altamira Technologies and is an observer to the Board of Directors of HawkEye360. He is also actively involved in managing the Fund’s investment in Spaceflight Industries. Steve currently acts as a consultant with the Raytheon Advance Concepts and Technology Organization.
Before joining Razor’s Edge, Steve was the Chief Strategy Officer at Blackbird Technologies, a co-founder, and member of Blackbird’s Board of Directors. He leveraged over thirty years of experience developing and deploying unique technologies in support of Government operations both as a career science and technology officer and in his former role as Blackbird’s strategic planning leader. Steve is widely recognized within the national security community as a thought-leader with a truly unique capacity and unrelenting drive to anticipate and shape technological change. He has a strong history of investing in and creating highly successful technology companies. Over the past fifteen years, Steve has consistently leveraged his emerging technology expertise together with his entrepreneurial instincts to architect, plan and expand some of Blackbird’s most strategic programs in the areas of persistent surveillance, information operations and cyber security. Steve is a highly respected leader in the mid-Atlantic technology community and greater Washington D.C. business community.
Steve earned a bachelor’s degree in Political Science and Criminal Justice from American University and served as an infantry officer in the United States Marine Corps prior to joining the Government.
Richard is a Managing Partner at Razor’s Edge Ventures. Richard focuses on investments in cyber security, big data, sensors, visualization, situational awareness and geospatial mission tools. Richard is an observer on the Board of Directors of Razor’s Edge portfolio company 908Devices and serves on the Board of Directors of the Marine Military Academy, the Marine Corps Heritage Foundation, and the National Symphony Orchestra. He is also actively involved in managing the Fund’s investments in CounterTack, Ryft Systems and Zoomdata.
Before joining Razor’s Edge, Richard was the Chief Technology Officer at Blackbird Technologies, a co-founder, and member of Blackbird’s Board of Directors. He has over twenty years of experience managing product development and sophisticated engineering programs in the national security sector. Through seventeen years of Blackbird’s growth, Richard worked with the Blackbird leadership team to plan and implement Blackbird’s strategic technology investments. Richard was the driving force propelling Blackbird’s exceptional technical reputation and oversaw Blackbird’s development and delivery of five separate product lines ranging from mobile command and control devices, to hypervisor and mobile phone applications, to enterprise software products. Under his leadership, Blackbird invested millions of dollars in new technologies and generated substantial profits for its shareholders. Richard began his career managing complex geospatial visualization programs for Autometric, Inc., where he founded and managed the Intelligence Systems group, an elite team of information operations professionals, before Boeing acquired Autometric. Richard is a highly respected leader in the national cyber security community and within the intelligence community.
Richard earned a bachelor’s degree in Computer Science from the University of Texas.
Mark is a Managing Director at Razor’s Edge Ventures. Mark focuses on investments in sensors, autonomous platforms and components, space, big data, and visualization, situational awareness and geospatial mission tools. Mark presently serves on the Board of Directors of Razor’s Edge portfolio companies 908 Devices, HawkEye360 and Mersive, and is an observer to the Board of Directors of Spaceflight Industries and Zoomdata. He is also actively involved in managing the Fund’s investment in Altamira Technologies. Mark is also responsible for the administrative and business operations of Razor’s Edge.
Before joining Razor’s Edge, Mark was a partner at the national technology law firm of Cooley LLP, where he helped start the firm’s Reston, VA office in 1999. Mark has acted as a strategic advisor to numerous emerging and high growth technology companies and investment funds. His legal practice focused on mergers and acquisitions, venture capital and private equity, public securities offerings, and general corporate representation. Previously, Mark was an aerospace engineer, working on the Air Force Titan IV rocket program for McDonnell Douglas Space Systems Company.
Mark holds a B.S., summa cum laude, in Aerospace Engineering from Boston University and a J.D., magna cum laude, from Georgetown University Law Center.
Jack is a Managing Director at Razor’s Edge Ventures. Jack focuses on investments in cyber security, communications, data privacy, data infrastructure and technology-enabled national security businesses. Jack presently serves on the Board of Directors of Razor’s Edge portfolio companies CounterTack and Ryft Systems, is an observer to the Board of Directors of Altamira Technologies and serves on the Board of Directors of Unanet Technologies.
Before joining Razor’s Edge, Jack was the Vice President of Operations and General Counsel at Blackbird Technologies and principal advisor to Blackbird’s Board of Directors. Jack joined Blackbird in 2004; he led the transaction team in the company’s $427M sale to Raytheon Corporation and played a critical role in Blackbird’s corporate and management strategy, as well as its critical programs and key partnerships. Jack also oversaw compliance matters across Blackbird and led the structuring and execution of Blackbird’s strategic transactions, including complex intellectual property transactions with defense and intelligence community customers. During his tenure at Blackbird, Jack co-founded RavenWing with Blackbird’s founders and senior executives, assisted Peggy Styer in building RavenWing’s business operations from 2003-2007, and led the transaction team in the company’s successful sale to Boeing in 2008. Jack is highly-regarded in the national security business community and mid-Atlantic technology community for his deal-making and team building track record. Prior to joining Blackbird, Jack was an attorney in the Business Group at the Reston, VA office of Cooley LLP.

Rob is a Managing Director at Razor’s Edge Ventures. Rob focuses on investments in big data, sensors, space, and visualization, situational awareness and geospatial mission tools. Rob presently serves on the Board of Directors of Razor’s Edge portfolio company Mersive, is an observer to the Board of Directors of Nexenta Storage.
Before joining Razor’s Edge, Rob was a Business Product Manager for Google focused on supporting and providing technologies (geospatial, collaboration, etc.) for global Humanitarian Assistance and Disaster Response activities. Rob was also Chief Technologist and Senior Manager for Google Federal focused on evangelizing and implementing Google Enterprise solutions for a host of users across the Intelligence and Defense Communities, Homeland Security, and many others. Rob’s work history includes several senior advisory roles supporting strategic, tactical, and operational objectives within numerous federal government, defense, and law enforcement organizations. He has held leadership roles at Northrop-Grumman/TASC, Lockheed-Martin, Harris Corporation, and Ohio University. Prior to joining Google, Rob was the Director of Technology Assessment at In-Q-Tel, the strategic venture capital firm of the US Intelligence Community. Rob was lead on several successful venture investments at In-Q-Tel, including Keyhole (Google Earth) and @Last Software (SketchUp), both that were later acquired by Google. In addition, Rob’s entrepreneurial experience includes launching Encompass Technologies, Inc., a K through 12 desktop mapping company created to infuse geography into the classroom.
Rob earned a bachelor’s degree in Geography/Computer Science from Ohio University.
Tom is Chief Technologist at Razor’s Edge Ventures. Tom focuses on investments in machine learning and analytics, autonomy, high performance computing, cybersecurity and communications, sensors, space, and geospatial systems.
Before joining Razor’s Edge, Tom was Vice President of Engineering and Chief Scientist at Blackbird Technologies. He has over 25 years of experience in research and development in such diverse areas as machine learning and analytics, mobile and embedded systems and sensors, secure terrestrial and satellite-based communication architectures, RF and signal processing, geospatial platforms, computational biology and unmanned/autonomous sensor platforms. Over 16 years with Blackbird, Tom worked closely with senior leadership to drive new technology strategy and innovation and implement advanced solutions for products and customer programs. After Blackbird’s acquisition by Raytheon, Tom divided his time between engineering and technology innovation efforts at Raytheon Blackbird Technologies, and heading Science and Solutions for Raytheon’s Advanced Concepts and Technologies Organization. While at Blackbird, Tom co-founded RavenWing with Blackbird’s founders and senior executives. Prior to joining Blackbird, Tom was engaged in academic research as a member of the faculty at Johns Hopkins University.
Tom earned a bachelor’s degree in biochemistry from the University of California, San Diego and a Ph.D. from the Department of Microbiology and Molecular Genetics at the University of California, Irvine.
Neusha is an Associate at Razor’s Edge Ventures. Neusha focuses on investments in big data, cyber security, high performance computing, and space and provides support to Razor’s Edge portfolio companies. Neusha also leads many efforts in the administrative and business operations of Razor’s Edge.
Before joining Razor’s Edge, Neusha was an Associate in Business Strategy and Finance at Blackbird Technologies and was a member of the transaction team in the sale to Raytheon Company. He led all financial forecasting efforts across the company, helped implement Blackbird’s corporate and management strategy and supported management with financial diligence throughout the sales process.
Neusha earned a bachelor’s degree in Economics and Brain, Behavior and Cognitive Sciences from the University of Michigan and a M.B.A. in Finance and Entrepreneurship from Johns Hopkins University.
Matt is an Associate at Razor’s Edge. He assists in all stages of investment diligence and provides support to Razor’s Edge portfolio companies. He also leads many efforts in the administrative and business operations of Razor’s Edge.
Prior to joining Razor’s Edge, Matt was an Operations Manager at Blackbird Technologies where he reported to the company’s CEO and General Counsel and worked in a variety of positions including business operations, financial planning and analysis, compliance, legal, and contract negotiation. Matt also directly supported the company’s stakeholders as a sell-side representative throughout the M&A process of Raytheon’s acquisition of the business. Following Blackbird’s acquisition, Matt served as a Financial Planning and Analysis lead for the $200M+ business unit where he was responsible for all financial forecasting and reporting across Blackbird’s multiple P&L’s and a diverse 150+ program portfolio ranging from cyber to special forces work.
Matt earned a bachelor’s degree in Business Administration from the University of Mary Washington.
Tiffanny Gates serves as a Senior Advisor to Razor’s Edge Ventures. Tiffanny is actively involved in managing the Fund’s investment in CounterTack.
Tiffanny is the President of the Federal Division of Novetta Solutions, LLC. Tiffanny leads Novetta’s work with U.S. Government customers and is responsible for the division’s overall strategy and direction, profitability, business development, and successful deliveries of advanced analytics consulting, software and hardware services and solutions. She joined Novetta from Raytheon-Blackbird Technologies, where she served as Vice President of Cyber Strategies and managed the development of custom computer network hardware and software for the intelligence and special operations communities. Prior to Blackbird, Tiffanny was the Sr. Vice President, for Strategy & Business Development in the Mission, Cyber & Technology Solutions (MCTS) Group at ManTech International. In this role, she served as head of Business Development for the fastest growing business sector at ManTech. She also worked as the lead Cyber Strategy officer within MCTS and coordinated on Investor Relations and Outreach, while also actively participating in the acquisition pipeline for this dynamic market. Prior to assuming this leadership role within MCTS, she served as VP, Chief Technology Officer and Deputy Chief of the Cyber Sector as a part of the Security and Mission Assurance Group. Tiffanny came to ManTech International from an acquisition of her company, Emerging Technologies Group (ETG) in August 2008. She served as the President and CEO of ETG for more than five years with a successful track record of growth, recognition in the computer forensics and analysis community and successful coordination of global operations. Prior to her role as President and CEO, Tiffanny served as ETG’s Corporate Vice President and Chief Operations Officer to DoD and U.S. Government customers. Prior to her experience at ETG, she served as a consultant to a National Security/Information Assurance Team for the Commander, Naval Security Group and supported construction of C4ISR architectures for the Information Operations and Maritime Cryptologic Architecture Program. She also worked with the National Security Agency as a technical analyst specializing in counterintelligence threats posed by Information Technology. Tiffanny served in the U.S. Navy as a Cryptologic Officer for more than 7 years.
Tiffanny holds a B.S. degree from the United States Naval Academy.
Cofer Black serves as a Senior Advisor to Razor’s Edge Ventures.
Ambassador Black is an internationally recognized expert in counterterrorism and national security matters. Cofer currently provides high-level, strategic consulting to Fortune 500 companies, focusing on cyber security, national security, and foreign affairs. Previously, Cofer was Vice President for Global Operations at Raytheon-Blackbird Technologies, responsible for providing corporate support to US Government and international customers, and representing new cyber security concepts and products to customers.
He served the U.S. Department of State as Ambassador at Large for Counterterrorism from 2002 – 2004, following a 28-year career at CIA which included serving as Director of CIA’s Counterterrorist Center. He conceived, planned, and led CIA’s role in the war in Afghanistan.
